The final years of Nero's reign witnessed the degradation of imperial governance. In the spring of 68, Senator Vindex rebelled in Gaul, supporting the governor of Tarraconensis, Servius Sulpicius Galba, as emperor. Galba assumed power in April and was ratified by the Senate in June. He denounced Nero as a public enemy, who shortly after committed suicide. Galba’s arrival in Rome in October was met with unrest among the legions. In January 69 AD, Germania's legions proclaimed Aulus Vitellius as emperor, leading to Galba’s assassination in Rome on the orders of Marcus Salvius Otho, who seized power in the city. Otho and Vitellius’s armies clashed in April, with Vitellius emerging victorious as Otho took his own life. Subsequently, in early July, several Eastern legions proclaimed Titus Flavius Vespasian as emperor. Vespasian led his troops to Italy, where he defeated Vitellius decisively in December, solidifying the Flavian dynasty's rule.
